The VLG Institute advances research, education, and policy development on state-level full-employment and jobs guarantee programs, working to build the evidence base, public understanding, and legislative pathways needed to bring guaranteed employment policy to states across the country.

Our work includes studying how state-level policy piloting and innovation have historically informed and strengthened the case for national policy adoption, applying these lessons to the jobs guarantee movement. Our initial work centers on the Virginia Targeted Employment & Pathways Program (VTEPP), a legislative framework for a Virginia jobs guarantee.
