Victor L. Ginoba Jr., MPA
Founder & Director
Victor L. Ginoba Jr. is the founder of The VLG Institute and author of the Virginia Targeted Employment & Pathways Program (VTEPP), a legislative framework for a Virginia jobs guarantee. Vic is a U.S. Army veteran with a Master of Public Administration, bringing both military service experience and public policy training to VTEPP's design — including its veteran-specific provisions. Victor founded The VLG Institute to advance state-level research and policy development on full-employment and jobs guarantee programs, with VTEPP as its flagship initiative.

Building Our Board
The VLG Institute is currently led by its founding director and is actively building a board of directors as the organization grows. We're seeking board members with backgrounds in public policy, economic research, veterans' services, and community advocacy who share our commitment to advancing evidence-based employment policy.
